Uninsured Charity Assistance Program

University Hospitals provides discounts on hospital bills to uninsured patients residing in Ohio who are receiving covered medical services ("covered medical services" is defined as medical care that would be covered by the Ohio Medicaid program), and who do not participate in any private or governmental third party payment program, Health Savings Accounts or Medical Savings Accounts, or qualify for any third party payment program. Charity discounts are given based on the patient’s income, on a sliding scale up to 400% of the Federal Poverty Guidelines (FPG).  Those patients whose income is above 400% of the FPG will also receive a discount similar to those received by insurers.

This Program also reaffirms University Hospitals’ policy of treating patients with dignity and respect regardless of the patient’s financial status or ability to pay. University Hospitals will:

• provide patients with financial counseling and assistance in qualifying for various federal, state and local financial assistance programs;
• ensure that our billing and collection practices treat patients fairly and with dignity;
• provide sliding scale discounts to uninsured patients with incomes reaching 400% of FPG and a discount to uninsured patients with incomes exceeding 400% of the FPG equal to the average discount we give to preferred provider organizations (PPOs);
• limit monthly payments to a % of the family monthly income; and
• provide interest free payment plans up to 48 months, with maximum payments based on the ability to pay
